Meet the least educated MLA from 2022 Punjab polls: The 5th pass leader who won

Ludhiana Central’s least educated MLA shows how voters look beyond degrees to choose their representative

Punjab’s 2022 Assembly elections saw voters elect 117 MLAs to state Assembly and while many winners had college degrees and higher educational qualifications one winning candidate stood out for having the lowest declared educational qualification among all elected MLAs and according to election affidavit data compiled by election watchdog platform “My Neta Ji” the least educated MLA among 117 winners of 2022 Punjab Assembly elections was Ashok Parashar who is popularly known as Pappi from Ludhiana Central constituency.

Contested on AAP’s ticket

Ashok Parashar contested election on an Aam Aadmi Party (AAP) ticket and won Ludhiana Central seat and in his election affidavit he declared his educational qualification as 5th Pass, making him least educated MLA among all winners in Punjab's 2022 Assembly elections.

At the time of election Ashok Parashar was 57 years old and he listed his profession as being associated with businesses including Shree Mahadev Cable Network, Balaji Enterprises and Ek Onkar Digital Services. His spouse was associated with Third Eye Associates and Shree Mahadev Digital Services, according to the affidavit. The affidavit showed that he had declared total assets worth more than Rs 9 crore and liabilities of more than Rs 1.69 crore and he also declared that no criminal cases were pending against him.

A diverse mix of candidates

2022 Punjab Assembly election witnessed a diverse mix of candidates and winners in terms of education, wealth and background and according to data analysed by “My Neta Ji” a total of 1,287 candidates contested across Punjab’s 117 constituencies. Out of these candidates 490, or 38% declared themselves as graduates or above while at the same time 321 candidates or 25% declared criminal cases against themselves while 221 candidates or 17% reported serious criminal cases. The analysis also found that 527 candidates or 41% were crorepatis. Women accounted for 91 candidates representing 7% of total contestants.

Among the 117 winning candidates educational qualifications were generally higher and data shows that 68 winners or 58% were graduates or above and a total of 87 winners or 74% were crorepatis.

The analysis further showed that 58 winning candidates or 50% had declared criminal cases, while 27 winners or 23% had declared serious criminal cases. Women won 13 seats, accounting for 11% of total winners.

Wide range of background

Despite being least educated MLA among elected candidates Ashok Parashar’s victory highlights that educational qualification is only one aspect of a candidate’s profile and under Indian election laws there is no minimum educational qualification required to contest Assembly elections and voters ultimately decide who represents them based on a variety of factors including public outreach, political support, local influence and campaign performance.

For Punjab’s voters 2022 election results reflected a wide range of backgrounds among elected representatives with Ashok Parashar emerging as MLA with lowest declared educational qualification among all winners.
