Punjab Chief Minister Bhagwant Singh Mann on Wednesday put a lock at Ludhiana RTO office in a symbolic gesture of Punjab RTO's going 'faceless'. AAP National Convener and former Delhi CM Arvind Kejriwal also joined CM Mann to launch the new 'faceless' RTOs of Punjab.
Interacting with the media, Arvind Kejriwal said that post independence period the people of the state had become slaves of the bureaucracy and their corrupt deeds. However, he said that today the state has been freed from it adding that now the people will get their driving license, RC and others by a single call on 1076.
On the other hand, CM Bhagwant Mann said that none of the employees will be shunted out and their services will be duly utilized by the state government in other departments as per their eligibility.

You can now avail RTO services in Punjab either by calling 1076 and having a Sewa Kendra representative call your home, or by visiting a Sewa Kendra.
56 transport-related services, including driving licences (DL), vehicle registration, permits, road tax, and number plate applications, will be available at Punjab’s 544 Sewa Kendras or through the online portal.
Previously, 38 RTO services were already available at Sewa Kendras, but from now, the entire RTO system has gone faceless. Citizens can either apply online from home or call for a Sewa Kendra representative to visit them.
From now on, for applications related to the Transport Department, data entry operators will be required to upload documents only after verifying the applicant’s original documents.
The service center employee will also be required to upload a self-declaration stating that all documents have been uploaded after reviewing the original documents.
This will eliminate the need for citizens to submit documents at the RTO or SDM office.
After the documents are uploaded, the application will be sent directly to the RTO/SDM office clerk's ID for verification.
If the documents are found to be complete and correct, the clerk will forward the application to the relevant officer.
If any documents are incomplete, the application will be placed on hold and the applicant will be notified via a mobile message.
Applicants can upload documents themselves later or visit the service center to submit them without paying any additional fees.
A help desk will be set up in each district for 15 days to inform citizens about the new system.
