According to the All India Survey on Higher Education (AISHE) 2023-24, Punjab has emerged as the second-largest host state for international students in the country. The state recorded 7,902 foreign student enrolments, trailing only Karnataka, which reported 7,914 enrolments. The findings indicate a remarkable rise in the number of international students choosing Punjab over the past decade.
Growing disciplines
The trend reflects the growing appeal of Punjab's higher education institutions, particularly in disciplines such as medicine, agriculture, engineering, management, and allied sciences. Competitive tuition fees, English-medium instruction, and a welcoming academic environment have also contributed to the state's increasing popularity among overseas students.
Strengthened outreach
Several universities across Punjab have strengthened their international outreach by establishing dedicated International Student Cells that assist foreign students with admissions, visa procedures, accommodation, and academic support. These initiatives have helped make the transition to studying in India smoother for students arriving from different parts of the world.
Ecosystem reforms
The state's education ecosystem is also undergoing broader reforms. The Punjab Government has announced plans to establish digital universities and has introduced initiatives aimed at integrating emerging technologies into education. At the school level, the government has also begun implementing Artificial Intelligence (AI) as part of the curriculum from Classes 1 to 12, reflecting its focus on preparing students for future-oriented careers.
Why is Punjab an attractive option?
Education experts believe Punjab's strategic location, established universities, strong research potential, and relatively affordable cost of education compared to many international destinations make it an attractive option for foreign students. They also point out that the state's long-standing academic reputation, particularly in agricultural sciences and healthcare education, continues to draw students from Asia, Africa, and other regions.
Future regular investments
Despite the encouraging numbers, experts caution that sustaining this momentum will require continued investment in research infrastructure, international collaborations, student housing, faculty exchange programmes, and global university rankings. These factors will be critical if Punjab aims to compete with leading international education hubs.

Once recognised primarily as a state from which thousands of students left to study abroad, Punjab is now steadily building a reputation as a destination that attracts students from around the world—a shift that could reshape its educational landscape in the years ahead.
