Why Congress’ Punjab Formula Is Being Called a Masterstroke Before 2027 Polls

Party’s new leadership mix aims to blunt AAP’s rise, revive cadre morale and consolidate key vote banks before the next polls

In a significant organisational move ahead of the Punjab Assembly elections due in early 2027, the Congress high command has chosen continuity over change by retaining Amarinder Singh Raja Warring as President of the Punjab Pradesh Congress Committee (PPCC) and Partap Singh Bajwa as Leader of the Congress Legislature Party (Leader of Opposition). At the same time, former Chief Minister Charanjit Singh Channi has been appointed Chairman of the Campaign Committee, indicating that the party has opted for a collective leadership model rather than a leadership overhaul.

The appointments, announced by AICC General Secretary K.C. Venugopal, also include Vijay Inder Singla as Chairman of the Election Management and Coordination Committee, Sukhjinder Singh Randhawa as Chairman of the Core Committee, and Dr. Amar Singh as Chairman of the Manifesto Committee. The party has also appointed Sukhwinder Singh Danny, Raj Kumar Verka, and Sangat Singh Gilzian as Working Presidents of the Punjab Pradesh Congress Committee.

The Campaign Committee will have Sukhpal Singh Khaira, Rana Gurjeet Singh, and Dr. Dharamvira Gandhi as Co-Chairpersons. The Election Management and Coordination Committee will include O.P. Soni, Razia Sultana, Kuljit Singh Nagra, Angad Singh Saini, and Bharat Bhushan Ashu as Co-Chairpersons. The Manifesto Committee will have Gurjeet Singh Aujla, Pargat Singh, Hardial Singh Kamboj, and Sukhbinder Singh Sarkaria as Co-Chairpersons, completing the organisational structure announced by the AICC for the 2027 Punjab Assembly election preparations.

Why is this being viewed as a Congress masterstroke?

For weeks, there had been intense speculation over a possible leadership change in the Punjab Congress. Several meetings were held in New Delhi between Congress President Mallikarjun Kharge, Leader of Opposition Rahul Gandhi, AICC General Secretary K.C. Venugopal, Punjab in-charge Bhupesh Baghel, and senior Punjab leaders to review the party’s organisational structure ahead of the Assembly elections.

Instead of replacing either the state president or the Leader of Opposition, the Congress has chosen to retain both Raja Warring and Bajwa while assigning key responsibilities to almost every prominent leader in the state unit.

Political observers see this as an attempt to project unity and organisational stability before the elections.

Balancing every major leader

Under the new structure, Raja Warring continues to lead the organisation, Bajwa remains the party’s legislative leader, Channi will head the election campaign, Randhawa will oversee the Core Committee, Vijay Inder Singla will manage election coordination, while Dr. Amar Singh will lead the manifesto preparation.

By distributing responsibilities among senior leaders, the Congress appears to have attempted to accommodate different leadership groups within the party instead of creating a fresh contest for top positions.

Focus on unity rather than internal competition

Punjab Congress has witnessed internal differences among senior leaders over the past several years. With the Assembly elections approaching, the latest organisational structure suggests that the party leadership wants senior leaders to focus on election preparations rather than internal leadership battles.

While several senior leaders are regarded as influential faces within the Punjab Congress, the high command has avoided elevating one leader over another and instead opted for a balanced organisational structure.

Rahul Gandhi’s strategy

The final organisational structure suggests that the Congress leadership’s priority is to strengthen unity before the 2027 Assembly elections. Rather than making sweeping changes, the party has retained experienced leaders in their existing positions while expanding the responsibilities of other senior leaders through various election-related committees.

Eyes on the 2027 Assembly elections

Punjab is expected to go to the Assembly polls in early 2027. By retaining Raja Warring and Bajwa while giving Channi, Randhawa, Vijay Inder Singla, Dr. Amar Singh and several other senior leaders key organisational responsibilities, the Congress has clearly signalled that it intends to fight the next election with a collective leadership model.

Whether this strategy translates into electoral success will become clear only in 2027, but the latest appointments indicate that the Congress high command has prioritised organisational stability and unity as it prepares for one of its most important electoral battles in Punjab.
