Make the dhokla batter: In a bowl, combine the gram flour, semolina, curd, water, ginger-green chili paste, turmeric powder, coriander powder, cumin powder, garam masala powder, sugar, and salt. Whisk until smooth. Add the fruit salt and whisk for a few seconds until the batter becomes frothy.
Grease a steamer plate or a microwave-safe dish with oil. Pour the batter into the greased plate or dish and spread it evenly. Steam the dhokla for 10-12 minutes, or until a toothpick inserted into the center comes out clean.
Make the stuffing: In a pan, heat the oil over medium heat. Add the onions and cook until softened. Add the capsicum and tomatoes and cook until they are soft.
Add the ginger-green chili paste, turmeric powder, coriander powder, cumin powder, garam masala powder, sugar, and salt. Mix well and cook for a minute.
To assemble the dhokla rolls: Cut the dhokla into thin slices. Spread the stuffing on each slice of dhokla and roll it up tightly.
Serve the dhokla rolls immediately with your favorite chutney or sauce.
