The possibility of Punjab Assembly elections being held earlier than scheduled in 2026 appears to have weakened following the Union Government’s latest notification on the Census exercise and according to a notification issued on September 5 by the Office of the Registrar General and Census Commissioner of India.
Population enumeration for Punjab will be conducted from December 1, 2026, to January 4, 2027.
A revisional round will follow from January 5 to January 9, 2027.
The development is significant because Punjab is among the states where Assembly elections are due in 2027. In recent months, there had been speculation about whether the elections could be advanced to late 2026 because of the Census schedule.
The original national schedule for Census 2027 had placed the second phase, Population Enumeration, broadly in February 2027 for most of the country and the reference date for the general Census was fixed as March 1, 2027, however, the latest notification has specifically advanced the population enumeration schedule for Goa, Uttar Pradesh, Punjab and the non-snow-bound areas of Uttarakhand.
For Punjab, the actual house-to-house population count will now take place from December 1, 2026, to January 4, 2027 and the reference date for the Census in these states and areas has been fixed at 00:00 hours on January 5, 2027
An additional self-enumeration facility will be available from November 16 to November 30, 2026, before the physical enumeration begins, the official Census records describe the September 5 notification as superseding the earlier June 16, 2025 notification for these states and areas.
The latest Census schedule does not itself announce or confirm the Punjab Assembly election dates. The election schedule will be decided separately by the Election Commission, however, the timeline is relevant to the speculation around early elections.
If Punjab were to hold Assembly elections towards the end of 2026, the election process would overlap with the Census preparations and population enumeration scheduled for December and January, so the latest notification instead shows that the Centre has formally planned Punjab’s population enumeration across December 2026 and the beginning of January 2027.
This makes the earlier assumption that Punjab polls would necessarily have to be brought forward because of the Census less certain. At present, there is no official announcement that Punjab elections will be held in 2026 and the latest Census schedule, meanwhile, is consistent with the broader expectation of the Punjab Assembly polls being held in 2027, around their due election cycle.
Punjab is one of several states expected to go to the polls in 2027. The state’s current Assembly was elected in 2022, when the Aam Aadmi Party formed the government under Chief Minister Bhagwant Mann and the next Assembly election will decide the state government for the following five-year term.
For voters, the key point is that there is currently no official confirmation of an early 2026 Punjab election and the latest development is instead the Centre’s decision to conduct Punjab’s Census population enumeration between December 2026 and January 2027.
Census 2027 is the first decennial Census to be conducted in India since 2011, and this was postponed amid the COVID-19 pandemic.
The exercise is being conducted in two broad phases and the first phase, House Listing Operations, has been scheduled across States and Union Territories between April 1 and September 30, 2026.
The second phase is Population Enumeration, during which information about individuals and households will be collected. Census 2027 is also being conducted digitally, and the Union Government has additionally decided to include caste enumeration in the exercise, and for Punjab, the latest notification now gives a specific timeline for the second phase: self-enumeration in November, followed by door-to-door population enumeration in December and early January.
Therefore, while the final word on Punjab’s election dates will come from the Election Commission, the latest Census schedule provides no official indication of elections being brought forward to the end of 2026, but for now, the possibility of Punjab voting in 2027, as originally expected, appears more consistent with the officially announced timeline.
