Mann Government’s ‘Zero Bill’ guarantee illuminates Punjab: 11.40 crore ‘Zero Bills’ issued

This initiative has brightened the homes of lakhs of families, leaving behind the era of expensive electricity and hollow assurances from previous governments.

Punjab is witnessing a landmark governance model that has permanently eased a major financial burden for common citizens. The ‘Zero Electricity Bill’ guarantee, implemented by the Punjab government led by Chief Minister Bhagwant Singh Mann, has emerged as a revolutionary step, transforming this election promise into tangible relief.

This initiative has brightened the homes of lakhs of families, leaving behind the era of expensive electricity and hollow assurances from previous governments.

The scheme’s effectiveness is evident: 90 percent of Punjab’s families are now benefitting from the ‘Zero Electricity Bill’. In just the August–September 2025 billing cycle, the electricity bills of 73,87,460 families were reduced to zero.

This historic achievement provides direct savings of ₹1,500–₹2,000 per month per household, which families are using for children’s education and other essential needs.

Since its launch in July 2022 until October 31, 2025, the Punjab government has issued a total of 11.40 crore ‘Zero Electricity Bills’ (1,13,943,344 bills). Additionally, 13.46 crore (1,34,632,343) consumers have benefited from subsidized electricity.

These figures starkly contrast with the failures of previous administrations, who failed to provide such basic relief to the public for decades.

While 90% of Punjabis now enjoy zero bills, previous governments lacked both the political will and vision to implement such public-friendly policies. For earlier administrations, citizens were merely a “vote bank,” with election-time promises that never translated into consistent relief.

Instead of reducing the electricity burden, they prioritized personal and political interests over public welfare.

The ‘Zero Bill’ initiative is a cornerstone of the ‘Roshaan Punjab’ mission. Beyond illuminating homes, the program supports Punjab’s farmers, ensuring that 13.50 lakh farmers continue to receive free electricity for irrigation.

This reduces their input costs, boosts income, and strengthens the state’s agricultural backbone, safeguarding national food security—an approach in stark contrast to previous anti-farmer policies.

The scheme is designed for continuity and sustainability. In the financial year 2023–24, 3.60 crore ‘Zero Bills’ were issued, followed by 3.46 crore ‘Zero Bills’ in 2024–25. This demonstrates that the government not only has a vision but also the financial management to consistently implement it.

The policy is also smartly structured: electricity consumption up to 600 units results in a zero bill, covering all costs including fixed charges, meter rent, and taxes. For weaker sections of society (SC/BC/BPL), even if consumption exceeds 600 units, they pay only for the extra units, ensuring a safety net for the most vulnerable.

With 11.40 crore ‘Zero Bills’ issued, 90% of homes receiving relief, 73.87 lakh families, and 13.50 lakh farmers benefitting, Punjab has entered a new era of governance.

The Bhagwant Singh Mann government has ended decades of mismanagement, putting the state on the path of ‘Roshaan Punjab’, where citizens feel empowered, respected, and directly supported by government policies.
