He alleged that the minister was demanding a bribe of Rs 1.16 crore for the allotment of a construction contract of Rs 58 crore. The deal was being struck in room number 203 of the Punjab Bhawan where SE was summoned. Singla's OSD Pardeep was the main negotiator. The minister told the SE to do as directed by the OSD.
