A new and stricter rule has been implemented by the government of Canada for international students studying at their universities or schools. According to the Canadian administration, the prime motive behind this rule is to maintain transparency across the visa system and monitor the student’s activities. Notably, the rule has been implemented from May 1, 2025 onwards.
The new rule -
Every international Canadian student has to apply for a new study permit before transferring to any other educational institution, which is DLI - Designated Learning Institution. Following the enactment of the rule, the student cannot start his/her study in the new institution until his/her permit is approved by the respective authorities.
Who has implemented this new rule in Canada?
It is to be noted that this new rule has been announced by the Department of Immigration, Refugees and Citizenship Canada, which is generally called IRCC in short.
According to the reports, the details of the order were released on November 8, 2024, by the department, and the new rule was implemented on May 1, 2025.
The necessary documents -
According to IRCC, several documents will be required to apply for the new study permit, which is as follows -
A Letter of Acceptance from the new university, college, or school.
Provincial Approval Letter (PAL/TAL)
Letter explaining the reason behind the change
A letter explaining why a student is applying for a co-op work permit if he/she is opting for one.
Special Circumstances -
Quebec Transfer: Students need to obtain a CAQ (Quebec Acceptance Certificate).
If the DLI status of your current school has been suspended, you can continue studying; however, admission to a new program will necessitate an extension of the study permit.
If you have chosen a new DLI and submitted an application for a permit, you are permitted to start your studies prior to May 1, 2025.
From May 1, 2025, onwards, a new study permit would be required to start any fresh studies.
