In a massive development, India's Ministry of Education on Thursday issued new Coaching Guidelines to curb suicide rates, misleading advertisements, and even fake promises by tuition centers. Not only this, the Education Ministry in the updated Coaching Guidelines highlighted the minimum qualification required for teachers to teach in coaching centres as well. For students, the new coaching guidelines strictly prohibit the enrollment of students below 16 years old. Also, the coaching institutes cannot hire people who have been convicted of any offense involving moral turpitude. Also, teachers have to be trained in terms of mental health so that they can understand and educate students going through similar kinds of problems. Below is India's Coaching Regulations- 

 

1) No coaching centre shall engage tutors having qualifications less than graduation. The institutions cannot make misleading promises or guarantee rank or good marks to parents for enrolling students in the coaching centres. The institutes cannot enrol students below 16 years of age. Student enrolment should be only after secondary school examination. 

 

2) The coaching institutes cannot publish or cause to be published or take part in the publication of any misleading advertisement relating to any claim, directly or indirectly, of quality of coaching or the facilities offered therein or the result procured by such coaching centre or the student who attended such class. 

 

3) Coaching centres shall have a website with updated details of the qualification of tutors, courses/curriculum, duration of completion, hostel facilities, and the fees being charged.

 

4) They should establish a mechanism for immediate intervention to provide targeted and sustained assistance to students in distress and stressful situations. The competent authority may take steps to ensure that a counselling system is developed by the coaching centre and is easily available for the students and parents. 

 

5) Information about the names of psychologists, counsellors and the time they render services may be given to all students and parents. Trained counsellors could be appointed in the coaching centre to facilitate effective guidance and counselling for students and parents. 

 

6)  The tuition fees for different courses/curriculum being charged shall be fair and reasonable and receipts for the fee charged must be made available.

 

7) The prospectus, notes and other material shall be supplied by the coaching center to their enrolled students without any separate fees thereof. 

 

8) If the student has paid for the course in full and is leaving the course in the middle of the prescribed period, a student will be refunded from out of the fees deposited earlier for the remaining period on a pro-rata basis within 10 days. 

 

9)If the student was staying in the hostel of the coaching centre then the hostel fees and mess fee etc. will also be refunded. Under no circumstances, the fee based on which enrolment has been made for a particular course and duration shall be increased during the currency of the course.

11) A complaint box or register may be placed at the coaching center for the students to raise a complaint. Coaching center shall have committee for redressal of complaints / grievances of students.
