Covid Crisis: New Covid guidelines issued by Punjab Govt, till 25th Jan 2022; Read to know details

Due to surge in cases, Punjab government has issued new guidelines.

As all are aware the COVID-19 Pandemic has posed a huge challenge to the community and affected each and every individual adversely. Considering emergent issues especially because of the new variant of concern `OMICRON' of CVOD-19, the persons who are not fully vaccinated are required to take more precautions. Accordingly, all those adult persons who have not yet taken both the doses of COVID vaccination should remain at their residences and should not visit any of the Public Places/Market/function/Public Transport/Religious Places, etc.

Therefore, to contain and manage COVID-19, in the exercise of the power conferred under Section 2 of the Epidemic Disease Act, 1897, read with all other enabling provisions of Disaster Management Act, 2005, following restrictions will be imposed w.e.f. 15-01-2022:-

 1) In public places with large gatherings like Sabzi Mandi, Grain Markets, Public Transport, Parks religious places Malls, shopping complexes, Haats, Local Market and other similar places only fully vaccinated (second Dose)adult persons or those who are not due for the second dose as per health protocol are to be allowed.

 2) All Government/Board/Corporation offices located in Chandigarh to allow only fully vaccinated (second Dose) Adult Persons (including their employees) or those who are not due for a second dose as per health protocol.

 3) Hotels, Bars, Restaurants, Malls, Shopping Complexes, Cinema Halls, Gym and Fitness Centers to allow only fully vaccinated (second Dose) Adult Persons (including their employees) or those who are not due for the second dose as per health protocol. 

4) Both Private and Government Sector Banks to allow only fully vaccinated (second Dose) Adult Persons (Including their employees) or those who are not due for a second dose as per health protocol. Instruction to these banks may be given, accordingly.

Following means may be considered for verifying the vaccination status (in case of COVISHEID beneficiary will be eligible for the second dose after 84 days from the first dose and in case of COVAXIN, the beneficiary will be eligible for the second dose after 28 days from the first dose):

 I. Downloaded certificates of 2 nd dose (Hard/ Soft Copies)
 II. 1" dose certificate to check if 2nd dose is due or not.
 III. Person not having smartphones, a Text message sent via COWIN portal (NHPSMS) may be considered for successful vaccination.
 IV. Arogya setu app to check vaccination status.

Adequate publicity of all above-mentioned measures to be done by concerned Deputy Commissioner to ensure awareness among the general public regarding COVID-19 Vaccination. E. Vaccination teams where and whenever demanded by the office in charges for on-the-spot vaccination or for regular vaccination camps at places of gathering would be provided by the Department of Health and Family Welfare.

COVID-19 Restrictions till 15-01-2022:

To contain and manage Covid-19, in the exercise of the powers conferred under section 2 of the Epidemic Disease Act, 1897, read with all other enabling provisions of Disaster Management Act, 2005, in partial modification of directions issued vide Memo No 07/56/2020-2H4/1 dated 1.1.2022, following restrictions will be in force till 15.1.2022 :

 1. Social distancing and wearing of masks a) Wearing of masks by all persons in public places, including workplaces, etc. will be mandatory and must be strictly observed and enforced. b) Social distancing i.e minimum 6 feet distance (do gaz ki duri) for all the activities shall always be maintained.

 2. Movement of persons – night curfew (10.00 p.m. to 5.00 a.m.) Movement of individuals for all the non-essential activities shall remain prohibited between 10.00 p.m. to 5.00 a.m. within municipal limits of all the cities and towns of Punjab. The district authorities are accordingly asked to issue prohibitory orders under section 144 of Cr. PC and ensure strict compliance, However, essential activities including operation of multiple shifts in the industry, offices, etc. (both Government and private), movement of persons and goods on National and State Highways and unloading of cargo and travel of persons to their destinations after disembarking from buses, trains and airplanes will be permitted.

 3. Online teaching/distance learning to be encouraged All Educational Institutions including schools, colleges, universities, coaching institutions, etc. shall remain closed. However, these institutions are expected to maintain the academic schedule through online teaching. However, medical and nursing colleges may continue to function normally.

 4. Prohibited/Restricted activities a) All bars, Cinemas Halls, Multiplexes, Malls, restaurants, spas, museums, zoos, etc. shall be allowed to operate at 50% of their capacity subject to all staff present being fully vaccinated. b) All Sports Complexes, stadia, swimming pools, Gyms shall remain closed (except being used for training of sports persons for participation in National/International sports events as well as for organizing National/International sports events). No Spectators or visitors are to be allowed. c) AC buses will run at 50% of capacity.

 5. Only fully vaccinated staff will be allowed to attend the Government as well as Private Offices, working spaces, factories, industries, etc.

 6. Principle of No Mask - No Service shall be provided in Government or private offices to the persons not wearing a proper mask. Note: The district authorities may impose additional restrictions as deemed necessary, based on their assessment of the situation, but they will not dilute the above restrictions.
