Amidst the escalating tensions between Russia and Ukraine, India has amped up its Operation Ganga to evacuate stranded Indians from the war-torn nation. As the Russian troops near Kyiv with each passing day, various videos on social media went viral of the stranded Indians, especially students living in Ukraine. Among those various videos, one was of a student named Rishab Kaushik who had refused to leave Ukraine without his dog Maliboo. 

Now, on Friday, Rishab Kaushik landed in India and returned to his home along with his pet dog Maliboo from Ukraine via Budapest (Hungary). Risabh Kaushik had posted a video on Instagram which later went viral outlining the difficulties he was facing to bring his dog Maliboo along with him to India. In the video, Rishab had also urged the Government of India to allow NOC so that he can bring his pet dog along with him. Rishab is from Dehradoon and he was studying Engineering at the Kharkiv National University of Radio Electronics Engineering.

After landing in India, Rishab also interacted with the media and stated that there were lots of documentation required, and in time when there is a war going India should have allowed their citizens with less paper trial. "There was a lot of documentation in India, the procedure was long. But in war-like situations, they should've allowed their own citizens. So, I had put up the appeal. A memorandum had come recently which stated that pets and even strays are now being allowed without NOC."


It is pertinent to mention here that after Rishab's video went viral, the Ministry of Fisheries, Animal Husbandry, and Dairying has issued an office memorandum, making the rescue of pets along with their owners easier as a one-time relaxation. “Considering unique and extraordinary situations in war-hit Ukraine wherein pre-export requisite formalities to export of pets into India may not be fulfilled, the import of pet dogs and / or pet cats along with stranded Indians being rescued by the Government of India, is being facilitated as one time relaxation measure,” the office memorandum (OM) stated.
