While the United States of America (USA) has already seen outrage and public outcry during the Black Lives Matter Campaign, the authorities seem to have not learned any lesson from it. As per reports, Ohio's K9 Unit officers released their dog on an unarmed black man who was kneeling down to surrender to the Police following a long pursuit on July 4. A Motor Carrier Enforcement inspector with the Ohio State Highway Patrol attempted to stop a black man named Jadarrius Rose who was driving a semi-tractor trailer at that time. Reportedly, Jadarrius Rose's truck was missing 'a left rear mud flap', and therefore Motor Carrier Enforcement inspector with the Ohio State Highway Patrol tried to stop. However, Rose was traveling westbound on U.S. Route 35 and failed to stop for the inspector and troopers who were called in for help. After a 'lengthy chase', Rose stopped the vehicle on U.S. Route 23.

As per the incident report, after several times of being ordered to exit the vehicle, the suspect exited the vehicle from the driver’s side door. Rose was given orders to get down on the ground. The incident stated, 'the suspect would not comply", however, the bodycam video of Ohio Police which has surfaced on social media tells a totally different story. As per the Ohio Police bodycam video, Jadarrius Rose can be seen standing with arms raised as a gesture to surrender himself. However, the Police standing near him can also be seen pointing guns towards him. A voice allegedly from a trooper can be heard saying that "Don't release the dog with his hands up!"

However, despite this, the Police dog was released on Rose and following that it mauled the 23-year-old driver who was already kneeling to surrender to the Police. "Get it off!" Rose shouts repeatedly. "Get the dog off of him!" one of the policemen yelled. Other officers can be heard calling for a first aid kit. Eventually, Rose was taken into custody, and "troopers immediately provided first aid and contacted EMS to respond." After the social media outrage, the highway patrol issued a clarification in the Jadarrius Rose case saying that, “the canine involved in the incident is from the Circleville Police Department and not the Ohio State Highway Patrol.” Rose is a 23-year-old African-American man from Ohio.
