Has Jalandhar Improvement Trust become a 'Den of Corruption'?

The Jalandhar Improvement Trust is constantly in the spotlight due to its work, its decisions and its bureaucracy. Jalandhar Improvement Trust is considered a den of corruption. Its officers are sometimes seen flouting the rules and regulations of the administration. They have no fear of DC as well.

The latest case came to light when Jalandhar DC received a complaint against such officers. Now, the DC has ordered action against these corrupt officers and time has been given for their rehabilitation.

DC Jalandhar, the current chairman of the Jalandhar Improvement Trust, has taken over the charge on March 31. After that he visited Improvement Trust. During his visit, people said that they were being harassed by the executive officer and his staff.

Names of various officers were exposed during his visit.

 1. Mr. Amarjit Singh, Senior Assistant, an employee of the office, lodged a complaint with the DC alleging that Plot No. 1425 reserved for him by the Trust had been occupied by Rohan Sehgal (Counsellor) and illegal construction had taken place. When the Acting Officer was asked about the facts of the complaint, he did not give a satisfactory answer. Sehgal, President Surya Enclave Extension Welfare Society also appeared before the DC and filed an application stating that he has not yet taken the possession of plots under the said scheme. Mr. Amarjit said that being associated with the same department still he has faced embarrassment. He requested that soon an action should be taken against this.

2. Another complaint was lodged in the DC office in which the complainant Sudarshan Singh son of Jaswant Singh resident of Dawa Mandi filed a complaint alleging that he was allotted Plot No. 128 by the Jalandhar Improvement Trust. In the complaint Sudarshan Singh wrote that my father late Mr. Jaswant Singh had taken the plot through Rehabilitation Department in 1959 which was given to him by the Improvement Trust under its 81.5 acre development scheme in Green Park. When Improvement Trust Jalandhar gave the award for this scheme, his father's name was also mentioned in it.

According to the Patwari report of Improvement Trust Jalandhar, the owner of the plot is Mr. Jaswant Singh and not Mrs. Bakhint Kaur. The Trust has requested a report from Tehsildar-1 on 6-1-2020 as per owner records but today after 18 months the report was not given.

Apart from these, if we talk about the negligence of the officers, then they all go to extremes. When DC Jalandhar took over as the Chairman of the Jalandhar Improvement Trust, when these officers were asked to submit a report on many other important files, these officers did not give full information about the above every time and some excuse was given and evaded.

From the above facts it's clear that Jalandhar Improvement Trust is not paying any attention to the complaints/problems of the people, neither the record being maintained nor the orders of the higher authorities. Due to this, Mr. Parminder Singh Gill, Executive Officer, Improvement Trust, Jalandhar was suspended from service with immediate effect and it was also requested that another officer of Trust should be appointed in his place.
