Candidates can file their nominations for the 04-Jalandhar Lok Sabha Bypoll from Friday with the District Election Office is fully geared up for receiving nominations at local DAC. The papers will be filed from 11 am to 3 pm in the office of Returning Officer.

As per the schedule issued by the Election Commission, Deputy Commissioner-cum-District Election Officer Jaspreet Singh stated that nominations would be received till April 20, 2023 except April 14 & 16 i.e. Vaisakhi/Ambedkar Jayanti and Sunday respectively. The scrutiny of papers will be held on April 21 while candidates can withdraw nominations on April 24 till 3 pm. He also pointed out that only four persons would be entered with the candidates to the office of Returning Officer at the time of filing nominations with permission of access to only three vehicles from 100 meter radius.

Earlier Punjab CEO Sibin C also took stock of preparations of poll process to be started from Thursday through a VC with Deputy Commissioner, Commissioner of Police Kuldeep Singh Chahal, SSP Rural Mukhwinder Singh Bhullar and other officers concerned. The officials apprised the CEO about the preparations and arrangements being made to conduct smooth and transparent bypoll.

The Deputy Commissioner stated that a total 1972 polling stations had been setup with all requisite amenities. There are 44 Model polling stations in all nine constituencies besides ensuring webcasting at all 1972 polling stations. It was also informed that the first rehearsal would be held on April 16 and all necessary cell, teams and committees had already been made active. He said that Model code of conduct was being enforced in letter and spirit with getting licensed arms deposited and keeping a close eye on activities against the violation, if any, of the MCC.

CEO Sibin C said that polling would be held on 10th May, 2023 (Wednesday) from 8 am to 6.00 pm and counting of votes to take place on 13th May, 2023 (Saturday). CEO said that election process shall be completed on 15th May, 2023 (Monday). He further said that the nomination papers are to be filled in form 2A for 04-Jalandhar (SC) Parliamentary Constituency By-Election. Blank forms are available with the Returning Officer. Typed nomination paper will also be accepted provided they are in the prescribed form.

In order to qualify for a Parliamentary Constituency (Lok Sabha) seat, a candidate should be registered as an elector for any Parliamentary Constituency. To satisfy the concerned Returning Officer on this point, candidates should produce a certified copy of the relevant entry of the electoral roll in force. A certificate is also required to make and subscribe to an oath or affirmation in the prescribed form before the concerned Returning Officer or any other person so authorized by the Election Commission of India. CEO informed that 14.04.2023 being Vaisakhi/Birthday of Dr. B.R. Ambedkar (Friday) is a holiday under the Negotiable Instrument Act, 1881, therefore, nomination papers can’t be presented by the candidate on that day. 15.04.2023 being 3rd Saturday is not a holiday under the Negotiable Instrument Act, 1881, therefore, nomination papers can be presented by the candidate on that day. April 16, 2023 being Sunday is a holiday, therefore, nomination papers can’t be presented by the candidate on that day. Similarly, on April 22 being 4th Saturday is a holiday, therefore, Withdrawal of nomination papers can’t be presented by the candidate on that day.
