Punjab Govt's new guidelines for transfer-postings of Punjab Police; junior officers to not get same jurisdiction as their seniors

Punjab Government in its official release stated that an unhealthy practice is often observed in the Police Department at the time when Senior Officers are transferred from one station to another.

In an attempt to curb 'unhealthy practices prevailing in the transfer & posting of the Punjab Police officials, Punjab's Department of Home Affairs & Justice on Friday announced that junior officers will not get the same jurisdiction after their seniors get transferred for at least 6 months. Punjab Government in its official release stated that an unhealthy practice is often observed in the Police Department at the time when Senior Officers are transferred from one station to another. After their transfer, certain junior police officials working under their charge are also transferred to their new place of posting and this phenomenon continues with each subsequent transfer.

Therefore, in order to curb this practice, it is hereby directed that whenever any Officer of the rank of Senior Superintendent of Police (or equivalent) and above is transferred from a particular station A to station B, then any N.G.O. (including L.R.) or G.O. working under the jurisdiction of such Officer, while he was posted at Station A, shall not be transferred within the jurisdiction of the same Officer at Station B before the expiry of six months since such Officer has joined at Station B, without the express approval of the Chief Minister. 

Below are Punjab Government's guidelines for transfer & postings- 

  1. The Officer proposing to issue such orders shall send a proposal, through proper channel, to the Director General of Police
  2. The proposal shall contain full justification for effecting such a transfer and shall include the details of N.G.O.s (including L.R.) / G.O.s of the same rank as the official proposed to be transferred, who are already serving within the jurisdiction of the Police Administrative Unit into which the official is being transferred.
  3. The proposal shall further explain why the existing N.G.O.s / G.O.s within the jurisdiction of the Police Administrative Unit are insufficient or incapable that has necessitated the proposed transfer of the official.
  4. The proposal shall further state whether any written request has been received for the proposed transfer.
  5. The proposal shall further explain why the specific official has been chosen to be transferred over other N.G.O.s (including L.R.) / G.O.s of the same rank serving within the jurisdiction of the Police Administrative Unit in which the official is presently serving.
  6. The Director General of Police shall then examine the proposal and in case he feels that the transfer is in administrative interest, he shall forward the same to the Department of Home Affairs and Justice, which shall then examine the proposal and obtain the appropriate orders of the Chief Minister in this regard.
