As Reeves explained to Variety in a recent interview, the scene follows Batman's discovery that the Riddler has killed the Gotham City Police Commissioner, leaving behind another cryptic note of his addressed to Batman. 

Panicked by Riddler's interest in him, Batman decides to find out what affects Riddler. 

The filmmakers liked the idea of ​​suggesting to the audience that Gotham is rife with villains at the edge of the story and that Keoghan's Joker is one of Batman's first enemies. 

"You realize they have a relationship and this guy clearly did something, and Batman somehow got him into Arkham," Reeves said.
  "Almost our anniversary, isn't it?" The Joker tells Batman in the scene. 


Batman pushes the Joker on the reasons why the Riddler is doing what he is doing, and why he is leaving notes for Batman in all of his crimes.
"Maybe he's your fan?" Joker says. “Or maybe he also has a complaint against you. Maybe your main course. 

While taunting Batman, the Joker is confronted by the astonishing fact that a part of him agrees with the Riddler's decision to send Gotham leaders trapped in corruption. 

The Joker says, "I think somewhere deep down, you're scared just because you're not sure he's wrong." 

While this scene was deleted, Reeves placed a follow-up scene at the end of 'The Batman' in which the Joker and the Riddler reunite in adjacent cells at Arkham State Hospital.
