Explained: What makes Rajya Sabha different from Lok Sabha & State Elections; Know Everything

The Rajya Sabha is mentioned in Article 80 of the Constitution while the Lok Sabha is mentioned in Article 81 of the Constitution.

The Indian parliamentary system is mainly divided into three parts. First Rajya Sabha, second Lok Sabha and third President. The Lok Sabha is also called the House of the People. 

This is the lower house. Whereas the Rajya Sabha is the upper house of the Parliament.

The Rajya Sabha is mentioned in Article 80 of the Constitution while the Lok Sabha is mentioned in Article 81 of the Constitution. 

Both the houses have great importance in this system of democracy. In such a situation, let us know today what is the difference between Lok Sabha and Rajya Sabha and also know what special powers have been given to both the houses.

Difference between Lok Sabha and Rajya Sabha

Selection of Members

Members of the Lok Sabha are elected by the general public through a voting process. All those who are above 18 years and have their voter card take part in this voting, while the members of Rajya Sabha are elected by the elected members of the state assembly.


Tenure

The maximum tenure of the Lok Sabha is five years, while the Rajya Sabha is a permanent house and here one-third of the members retire in two years. The term of the Rajya Sabha is six years.

Number of Seats

The maximum number of seats in Lok Sabha is 543 while in Rajya Sabha it is 250.

Nominated Members

The President of India can nominate 2 members of the Anglo-Indian community in the Lok Sabha, while in the Rajya Sabha, the President nominates 12 people related to fields like arts, education, social service and sports.

Age:

To become a member of Lok Sabha, it is necessary to be at least 25 years while in Rajya Sabha the age limit is 30 years.

Bill

Money Bill can be introduced only in Lok Sabha. This house allocates money for running the government in the country. On the other hand, if we talk about the Rajya Sabha, the upper house does not have power over the money bill.

Presiding

The Speaker of the Lok Sabha presides over the sittings of the Lok Sabha, while the Vice-President presides over the Rajya Sabha.

Power

Talking about the power of both the houses, in many cases the rights of both are equal, while in many cases more or less than each other. I know about it.

Lok Sabha has more power in these matters

Money Bill can be brought in Lok Sabha. It cannot be brought to Rajya Sabha. Rajya Sabha cannot reject or amend this money bill. 

The Rajya Sabha has to send this bill back to the Lok Sabha within 14 days without recommendation or recommendation. They can't stop this. The Speaker of the Lok Sabha has the right to decide whether a bill is a money bill or not.

-The Rajya Sabha can only discuss the budget, it does not have the right to vote on the demands for grants.

The resolution to end the National Emergency can be passed by the Lok Sabha.

Special Powers of Rajya Sabha

Two such powers are with the Rajya Sabha but not the Lok Sabha. The first is that it can authorize the Parliament to make laws from the State List (Article 249). 

On the other hand, the Rajya Sabha can authorize the Parliament to create a new All India Service for both the Center and the States (Article 312).
