The makers have clearly mentioned that the story is inspired by real life events and uses fictional some for some characters. The name of (then) ISI Chief- Ali Murtaza Malik is also fictional.

Then ISI Chief was Major General Ghulam Jilani Khan. Ghulam Jilani Khan served as ISI Chief from 1971 to 1978. In that role, Jilani served three Pakistani governments, those headed successively by Yahya Khan, Zulfikar Ali Bhutto, and Zia-ul-Haq.
