10 major decisions that show why Mann Government is Punjab’s most honest government
The Punjab government led by Chief Minister Bhagwant Singh Mann on anti-corruption day highlighted a series of bold measures taken to curb corruption and build a transparent system.
Since assuming office, the Mann government has introduced several groundbreaking reforms aimed at uprooting corruption and improving the lives of ordinary citizens.
With measurable results and growing public trust, many Punjabis are now openly acknowledging that “this is the government we needed—one that works for us, not one that loots us.”
Among the ten most transformative decisions, the first is the launch of the Anti-Corruption Helpline 9501200200 on March 23, 2022, Shaheed Bhagat Singh’s martyrdom day.
The Chief Minister termed it his “personal WhatsApp number,” urging people to record any bribe demands and share them directly. Inspired by the Delhi model, this helpline has become Punjab’s strongest public-backed weapon against corruption, leading to thousands of complaints and action against numerous officials.
The second major step is the ‘Easy Registry’ portal, introduced in November 2024, which has redefined the property registration process. Citizens can now register property at any district sub-registrar office within 48 hours. For a nominal fee of ₹500, sale deeds can be prepared online with real-time WhatsApp updates.
Chief Minister Mann said the initiative eliminates decades-old bribery practices in property registration, making Punjab the first state to implement such transparency.
The third initiative is the complete digitization of Jamabandi and land records. Through the jamabandi.punjab.gov.in portal, property records can be accessed from home for just ₹20.
Earlier, the Revenue Department was notorious for middlemen and bribes. Digitization has dismantled this system. Additionally, special helplines 8184900002 for the Revenue Department and 9464100168 for NRIs have been launched.
Fourth is the rollout of ‘Aap Di Sarkar, Aap De Dwar’ and ‘Bhagwant Mann Sarkar Tuhade Dwar.’ Since February 2024, over 11,600 camps have delivered 44 essential services—like income, caste, and residence certificates, pensions, and labor registrations—directly in villages and neighborhoods.
“Government officials will now go to people’s homes,” the Chief Minister said. Each tehsil hosts four daily camps with SDMs, Tehsildars, DSSOs and other key officials in attendance.
The fifth reform is the introduction of the Chief Minister’s Window (CM Window) in June 2024 across all districts. This system strengthens direct communication between the public and administration.
CM Mann has held Deputy Commissioners and SSPs personally accountable for corruption or negligence, asserting that immediate action must be taken on any misconduct.
The sixth step is strengthening the Vigilance Bureau and granting it autonomy. In 2024, the Bureau cracked several high-profile cases including bribe-taking ASIs, cooperative inspectors, PSPCL engineers, and a retired PCS officer in the ₹5.49 crore Jalandhar Improvement Trust land scam. The crackdown has created fear among corrupt officials.
Seventh, the Doorstep Delivery Service (DSD), launched in December 2023 as ‘Bhagwant Mann Sarkar Tuhade Dwar,’ enables citizens to book appointments via 1076 to receive 43 essential services at home. This has significantly eased access to G2C services and benefitted millions.
Eighth, strict implementation of the Punjab Anti-Red Tape Act 2021 and Rules 2022 has set fixed deadlines for government services. Officers causing delays without valid reasons now face disciplinary action, reducing red tape and corruption.
Ninth, the government has enforced e-procurement and e-tendering across departments, bringing transparency to tenders. Earlier, manual tendering fostered collusion and inflated rates. The online system opens bidding to contractors nationwide, preventing manipulation.
The tenth major step targets corrupt police personnel linked with drug traffickers. The Mann government has made it clear that officers colluding with the drug mafia will face strict punishment. This has created a strong deterrent within the force.
These reforms have also boosted Punjab’s finances. In August 2024, the state earned ₹440.92 crore from land and property registrations—a 26% rise compared to August 2023. With corruption reduced, revenue now flows into the government's treasury rather than middlemen’s pockets.
Public response has been enthusiastic. Balwinder Singh, a Ludhiana farmer, said, “Earlier we had to bribe the patwari for jamabandi. Now I get it online from my mobile. This government is truly honest.” Jalandhar social worker Sukhwinder Kaur noted that doorstep services have greatly helped village women.
Experts agree the reforms will have long-term impact. Dr. Amarjeet Singh of Punjab University said, “Transparent, technology-driven governance increases public trust. The Mann government has shown that corruption can be eliminated if there is political will.”
These reforms are now being discussed nationwide, with several states expressing interest in replicating the “Punjab model.” CM Mann reiterated, “Our dream is a corruption-free Punjab. The ten major steps are our commitment to the public.” He added, “I don’t have a red diary like old governments—only a green diary. Whoever loots Punjab will be held accountable.”
Further expansion of digital services is planned, including a new mobile app for real-time complaint tracking. Camera surveillance and digital attendance in departments are also being rolled out.
Punjab’s anti-corruption movement under the Mann government marks a historic shift in governance. With strong political will, technology, and public participation, the campaign is shaping Punjab into one of India’s most transparent and accountable states. Today, Punjabis can proudly say, “This government is for us, at our doorstep, in our service.”
