A 28-year-old man allegedly died by suicide inside the lock-up of Phillaur police station in Jalandhar after being arrested in a theft case, raising serious questions over custodial safety and police accountability.
The deceased has been identified as Mandeep Ram, alias Deepu, son of Dayal Das, a resident of Nagar village near Phillaur. According to the information available, police brought him to the station late at night in connection with a theft case and placed him inside the lock-up after conducting a search.
He was reportedly the only person detained in the lock-up at the time.
Police Employee Found Him Hanging in the Morning
According to preliminary information, the incident came to light around 7:30 am, when a police employee reportedly noticed Mandeep hanging inside the lock-up with a bedsheet tied around his neck.
Police personnel immediately informed senior officers about the incident. Senior officials, including Jalandhar Rural SP(D) and Phillaur DSP Bharat Masih, reportedly reached the police station.
The body was subsequently removed from the lock-up and taken to the local Civil Hospital for a post-mortem examination.
Silence From Police Raises Questions
The incident has also triggered questions over the police department's handling of the matter. According to the information available, journalists repeatedly sought details from senior police officials throughout the day, but officials reportedly avoided giving clear answers.
Questions are now being raised over how a person in police custody was able to use a bedsheet to allegedly hang himself inside a lock-up.
The circumstances leading up to Mandeep's death, including the manner in which he was treated after being brought to the police station, are expected to be a key part of any investigation.
Allegations of Pressure on Family
A local social worker, Sandeep Singh, alleged that attempts were made to persuade the deceased's family to reach a settlement with the police.
He termed the incident a serious lapse and raised concerns over custodial safeguards and alleged violations of human rights. He said that regardless of the case for which Mandeep had been arrested, his death inside a police station required accountability.
These allegations, however, would need to be independently established through an official inquiry.
Judge Visits Hospital as Questions Mount
Later in the evening, around 5:30 pm, a judge reportedly reached the hospital and spoke to the deceased's family regarding further action.
According to the information available, the family did not initially express willingness to pursue further action. The post-mortem was subsequently conducted, following which Mandeep's brother took the body to the village for the last rites.
The exact legal and administrative action following the custodial death remains a key question.
Previous Custodial Death at Same Police Station
The incident has gained additional significance because it is reportedly not the first serious custodial death associated with Phillaur police station.
A previous case from several years ago involved a young man who had allegedly been detained at the police station. According to accounts of that incident, the man was allegedly subjected to severe physical abuse and subsequently died at the station after his condition deteriorated.
A case was reportedly registered against then-station house officer Gyan Ishwar in connection with the incident, and he was arrested. The matter subsequently went before the court.
The previous case has now resurfaced in public discussion following Mandeep's death, raising broader questions about custodial safeguards at the police station.
Custodial Safety Under Scrutiny
A person arrested in any criminal case remains in the custody and responsibility of the state while inside a police station. The circumstances surrounding Mandeep's death therefore raise questions beyond the theft case for which he was reportedly detained.
The immediate focus will be on the post-mortem findings, CCTV footage from the police station, the station's lock-up procedures, statements of the personnel on duty and the timeline between Mandeep's arrest and his death.
Most importantly, an independent and transparent investigation will be required to establish whether the death was solely a suicide or whether any other circumstances contributed to it.
