The Government of Punjab, on 22nd October 2025, promulgated a major administrative order that included the transfer and posting of a few prominent IAS officers from the state's different departments and districts. The orders were given on the direction of the Punjab Governor and took effect forthwith to facilitate the normal conduct of government business.

Key postings and fresh assignments

1. Vishesh Sarangal (IAS 2013 batch)

Hitherto, being the Chief Administrator of Greater Mohali Area Development Authority (GMADA) at SAS Nagar, Shri Vishesh Sarangal has been stationed as the Special Secretary of the Good Governance & Information Technology Department. He will also be assigned the additional charge as Director of Good Governance & IT and Chief Executive Officer of the Punjab State e-Governance Society. This will also discharge Shri Amit Talwar, IAS, from these additional charges.

2. Sakshi Sawhney (IAS batch 2014)

   Formerly the Deputy Commissioner Amritsar, Smt. Sakshi Sawhney has been appointed as the new Chief Administrator at GMADA SAS Nagar in place of Shri Vishesh Sarangal. Her services have been placed at the disposal of the Department of Housing & Urban Development for this new task.

3. Aditya Uppal (IAS batch 2015)

Up to now, Deputy Commissioner of Pathankot and Commissioner of Municipal Corporation, Pathankot, Shri Aditya Uppal has been transferred to Deputy Commissioner of Gurdaspur, who has taken the place of Shri Dalwinderjit Singh.

4. Palavi (IAS 2015 batch)

Earlier Special Secretary of Water Supply & Sanitation and also having additional charges in Power and New & Renewable Energy Sources departments, Smt. Palavi has been posted as Deputy Commissioner of Pathankot and Commissioner of the Municipal Corporation there in lieu of Shri Aditya Uppal.

5. Dalwinderjit Singh (IAS 2017 batch)

From Deputy Commissioner of Gurdaspur, Shri Dalwinderjit Singh is joined by the Government as Amritsar Deputy Commissioner in place of Smt. Sakshi Sawhney.

6. Harpreet Singh (IAS 2019 batch)

Previously Additional Deputy Commissioner (General) of Fatehgarh Sahib, Shri Harpreet Singh has been appointed as Additional Secretary Water Supply & Sanitation with additional charges of Head of Department (HOD) Water Supply & Sanitation and Additional Secretary in the Power and New & Renewable Energy Sources departments. He takes over from Smt. Palavi in these positions.

Administrative impact and orders

The concerned officers have been asked to report to their new assignments at once. The concerned authorities are to make internal arrangements to handle the responsibilities of vacant posts that arise out of these transfers.

The Punjab Government has issued these orders to different administrative offices such as the Department of Personnel & Training in the Government of India, all Punjab Special Chief Secretaries and Principal Secretaries, Divisional Commissioners, Deputy Commissioners, and concerned officers for information and action.

This comprehensive government order was released officially on October 22, 2025, from Chandigarh by K A P Sinha, Chief Secretary, Government of Punjab, on behalf of the Governor of Punjab.
