

Punjab, the land blessed by Gurus and known for its human values, is witnessing a new revolution—one of dignity and empowerment for persons with disabilities, commonly referred to as “Divyangs.”
Under the leadership of Chief Minister Bhagwant Singh Mann, the Punjab government’s initiatives for deaf-mute and physically disabled individuals are more than schemes—they are a bridge of sensitivity, respect, and inclusion.
The Mann government has extended support to Divyang citizens, emphasizing that governance is not just about infrastructure but also about addressing silent needs and restoring dignity.
In a historic move in August 2025, Punjab became the first state in India to appoint sign language interpreters, translators, and special teachers under the Juvenile Justice (Care and Protection of Children) Act, 2015.
This initiative ensures that children with hearing and speech difficulties are included in legal and educational processes. In Patiala, the government introduced a technical solution, “Sign Lingua Franca,” which converts spoken words into sign language, benefitting millions who face communication challenges.
The Mann government’s approach combines technology with empathy, showing that governance is not just statistical but heartfelt. This initiative demonstrates that when sensitivity and willpower align, even the biggest obstacles for Divyangs can be overcome.
The state has also become the first in India to implement sign language in the Legislative Assembly, enabling Divyangs to understand government proceedings and express their views. Social Security, Women and Child Development Minister Dr. Baljit Kaur stated that under the guidance of Chief Minister Bhagwant Singh Mann, these steps make Divyangs feel valued as integral members of society.
Mobility has been another key focus. The government has allocated ₹85 lakhs to provide free bus travel for Divyang and blind citizens, easing economic and physical burdens and enabling them to pursue education, employment, and social engagements.
This initiative demonstrates that the Mann government works not just through announcements but through meaningful action that invests in dignity and self-reliance.
Dr. Baljit Kaur further highlighted that the Punjab government has released ₹287.95 crores in financial assistance, benefiting 2,76,175 eligible Divyangs. For the 2025-26 financial year, a budget provision of ₹495 crores has been made for continued support.
Beyond financial aid, the government is promoting empowerment through employment, skill development, and accessible infrastructure.
To strengthen self-reliance, a special campaign has been launched to fill 1,754 direct recruitment and 556 promotion posts under the Divyang quota in government departments. This initiative ends decades of neglect and ensures that Divyang citizens have equal opportunities to participate in nation-building.
Punjab’s steps under the Mann government are setting an example for other states, showing that inclusive governance is possible when every segment of society is supported.
