'New roads, street lights..': Nitin Kohli reveals what's next for Jalandhar Central after change in Enhancement & Non-Construction Charges

The long-standing issues related to enhancement charges and non-construction fees have already been addressed after Jalandhar Central Halka Incharge Nitin Kohli's efforts and Jalandhar Improvement Trust Chairperson Rajwinder Kaur Thiara's month long dedication.

From resolving long-pending issues in key residential colonies to pushing forward infrastructure projects, Nitin Kohli, alongside Improvement Trust Chairperson Rajwinder Kaur Thiara, has initiated multiple reforms aimed at transforming the face of Jalandhar Central.

Breakthrough in Long-Delayed Colonies' Issues

One of the most significant breakthroughs under Kohli’s leadership has been the resolution of pending matters in Surya Enclave, Maharaja Ranjit Singh Avenue, and Guru Gobind Singh Avenue.

These decisions came after over a month of consistent deliberations and review of previous rules, government notifications, and frameworks. The implementation of these changes has already begun.

Revised enhancement charges and interest rates on the Improvement Trust’s development schemes have already been announced. Specifically-

  • Scheme 170 Acres & 70.5 Acres: Enhancement charges and interest have been restructured and made applicable from the year 2021.

  • Scheme 94.5 Acres: A 7.5% interest rate is now applicable starting 2021.

It means, JIT will now collect non-construction fees based on the government's reserved prices from 2021 to 2025, and any earlier concessions extended by the government will continue to benefit the allottees.

Kohli credited Chairperson Thiara for her month-long dedication, thorough groundwork, and proactive participation in achieving this resolution. He confirmed that necessary instructions have been issued to clerical staff to ensure smooth implementation.

What's next for Jalandhar Central constituency?

Nitin Kohli highlighted that 60% of Jalandhar Central falls under the jurisdiction of the Improvement Trust, and therefore, he and Chairperson Thiara are jointly working on a “complete transformation” of this area.

Major infrastructure developments include:

  • Streetlight Installation: Tenders have already been floated. Defunct or absent lighting will be replaced across multiple locations.

  • Road Development: New roads are set to be built in Surya Enclave, Maharaja Ranjit Singh Avenue, and Guru Gobind Singh Avenue, with work expected to commence shortly.

Action on NDC/NOC Pending Colonies

Work is also in progress on resolving issues concerning handed-over colonies which are awaiting NDC (No Dues Certificate) and NOC (No Objection Certificate) from the Municipal Corporation.

Kohli mentioned that a letter from the Commissioner’s office has been received, and efforts are on to finalize these formalities and bring relief to residents.

Future Plans for Jalandhar

In collaboration with Jalandhar Cantt Halka Incharge, Nitin Kohli is strategizing a long-term plan for citywide development. A recent collective decision, after a month of in-depth discussions and policy review, led to a significant consensus on four colonies' developmental issues.

The authorities are now planning to replicate similar resolutions in other colonies, especially where matters related to MCA (Model Code of Allotment) and LDC (Land Development Charges) are pending.

Kohli affirmed, “This is just the beginning. We are committed to making ground-level changes. You will soon witness transformational work in areas where no development was taking place earlier. Our goal is to make Jalandhar Central a model constituency.”

He also reiterated that residents will see major improvements in sewerage systems, lighting, and roads in the coming weeks.
