

The Chandigarh Administration has issued a notification for the new ‘Pet and Community Dog Bylaws’, introducing strict regulations for pet owners. Under the new rules, dog owners can face fines of up to ₹10,000 for keeping unregistered pets, littering, or allowing their dogs to defecate in open areas.
Key Rules and Penalties
1. Spreading filth or allowing a dog to defecate in open areas will attract a ₹10,000 fine.
2. Submitting false information or fake registration will result in a ₹500 fine and cancellation of registration.
3. If a person violates the rules more than four times, the dog may be confiscated by the Municipal Corporation.
If the fine is not paid within 10 days, it will be added to the owner’s water or property bill.
Ban on Aggressive Breeds
The Municipal Corporation has banned several aggressive dog breeds within city limits, including, American Bulldog, American Pitbull, Pitbull Terrier, Bull Terrier, Cane Corso, Dogo Argentino, and Rottweiler.
Limit on Number of Dogs per House
The number of dogs that can be kept depends on the size of the house:
Up to 5 marlas – 1 dog
5–12 marlas – 2 dogs
12 marlas to 1 kanal – 3 dogs
More than 1 kanal – maximum 4 dogs
If multiple families live on different floors of a house, each family may register dogs as per the allowed limit.
Mandatory Registration
All pet dogs must be registered with the Municipal Corporation.
Registration fee: ₹500 per dog
Renewal fee: ₹50 every 5 years
Each registered dog must wear a metal tag and collar.
Unregistered dogs may be impounded by the corporation. Each dog will be identified through a microchip tag at the time of registration.
Responsibility for Dog Bites or Damage
If a registered dog bites someone or damages property, the owner will be held responsible and must compensate the victim for medical expenses or losses. Feeding stray dogs will only be allowed at designated spots approved by RWAs (Resident Welfare Associations). Feeding in random public areas will attract fines. Dogs will not be allowed in public places such as Sukhna Lake, Rose Garden, Shanti Kunj, Leisure Valley, Mini Rose Garden, Terrace Garden, Shivalik Garden, Botanical Garden, and other MC-notified public spaces and parks. If an impounded dog is not reclaimed by its owner within 10 days, its registration will be cancelled, and the dog will be put up for auction.
