Jalandhar DC announces additional Covid curbs amid the surge in infection cases

As the coronavirus cases in Jalandhar district has witnessed a massive surge in the past few weeks, Jalandhar Deputy Commissioner Ghanshyam Thori has enforced additional guidelines to contain the spread of the disease.

Daily Night Curfew will be imposed from 6 pm to 5 am and Weekend Curfew to be imposed from Friday 6 pm to Monday 5 am. During these hours, no vehicles will ply for any non-essential activities. There shall be a complete ban on all political, social, religious, sports, and cultural gatherings.

The latest norms will be effective from May 7 and will remain enforced till May 21, the order added.

As per the new restrictions following activities shall be restricted/ exempted:

1. All offices of the Government of India shall operate as per the guidelines and directions received from the Government of India, and local administrators of these offices to ensure that all COVID appropriate guidelines are followed.

2. Local administrators of these offices are expected to ensure that proper social distance is being maintained among all staff, all eligible staff must be encouraged to attend offices only after vaccination (at least one dose)

3. Police, home guards, civil defense, fire and emergency, disaster management, prisons, electricity, water, and sanitation shall work without restrictions.

4. Hospitals, nursing homes, clinic, vaccination centers, diagnostic clinics dealing with emergency diagnostics such as CT Scans, and telemedicine facilities to operate without restrictions.

5. Veterinary Hospitals, dispensaries, clinics, pathology labs, sale and supply of vaccines and medicines, and people engaged in the activities related to these essential services can operate without restrictions with appropriate proof – such as a challan for delivery or ID cards for staff.

6. Eye clinics, shops of opticians, dental clinics, shops selling dental and surgical equipment/implants, and shops selling prosthetics for PWDs can operate without restrictions.

7. Movement (Inter and Intra State, including by air) of all medical and veterinary personnel, scientists, nurses, para-medical staff, lab technicians, midwives and other hospital support services, including ambulances, people proceeding to the vaccination centers for vaccination or the transportation of staff to support any of these activities can be functional without any restrictions,

8.  All shops selling non-essential items to be open only within the stipulated timings

9. All bars, cinema halls, gyms, spas, swimming pools, coaching centers, sports complexes to remain closed,

10. Proper COVID monitors for crowd management must be put in place by trader associations/market committees in dense markets – social distant circles and appropriate markings have to made outside and inside the shop to ensure 6 feet distance at all times,

11. All restaurants (including in hotels), Cafes, Coffee shops, fast food outlets, Dhabas, bakery, sweet shops, confectioners, etc. to remain closed for dine-in. No seating inside all of these to be allowed. Take away is possible from 9 AM to 5 PM (Home delivery is to be encouraged from 9 AM to 9 PM). If there is a crowd outside these shops and Covid guidelines not followed, then Police shall take strict action in accordance with relevant sections of this order. Online delivery platforms/own staff can facilitate home delivery in these establishments,

12. Following shops selling essential items allowed to open from Monday to Friday (07:00 AM to 3:00 PM) and will only do home delivery/home service between 3:00 PM and 5:00 PM, for guidelines on the supply chain activities of these shops  are of  Milk, Vegetables and Fruits,  Dairy & Poultry products, Establishments selling fresh/frozen fish and meat products and establishments supplying fish seeds, and other fish products, Mobile & Laptop repair, Automobile parts and automobile repair shops, Truck and heavy vehicle repairing workshops, Shops selling industrial materials, hardware items, plumbing equipment, and electrical equipment shops such as those dealing with wires, switches, etc, Shops selling fertilizers, seeds, insecticides, pesticides, agriculture, machinery, agriculture/horticulture implements, Kirana and grocery shops including PDS shops, Retail, and wholesale liquor vendors (but ahatas not to open), Grocery shops dealing with any perishable commodity, All grocery shops dealing with non-perishable commodities such as dry grains, rice, and others should only undertake home delivery through their local staff, For all such establishments - home delivery to be encouraged. If there is a crowd outside these shops and Covid guidelines not followed, then Police shall take strict action, Persons engaged in home delivery – especially for small/informal establishments can function with appropriate proof such as a bill for delivery in absence of formal ID cards. All online delivery platform staff should be in uniform and carry ID cards while on duty

13. The following establishments are exempted from any restrictions 24X7:

1. All manufacturing industrial units (identity card by industry shall be considered as curfew pass for labor and employees)

2. Petrol/Diesel Pumps

3. LPG distributors

4. Chemist shops

5. All health-related services and their supply chain activities

6. All banks and ATMs and financial institutions.

7. All construction activities in urban and rural areas.

8. All public and private transportation services following occupancy restrictions and their guidelines,

9. All internet, telecom, and cable service repairing/installation agencies and their staff, establishment dealing with raw material needed to repair internet and telecom services, and establishments undertaking the provision of internet and telecom service connections,

10. All print and media establishments operating under existing precautions and COVID guidelines.
