In a major development, Commissioner of Police Dhanpreet Kaur has issued a series of stringent public safety orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, aimed at maintaining law and order within Jalandhar Police Commissionerate limits. Key directives from CP Dhanpreet Kaur
- Mandatory CCTV at Parking Spots
Parking lots at railway stations, bus stands, religious places, hospitals, markets, and other busy areas must install functional CCTV cameras. These cameras should clearly capture vehicle number plates and drivers' faces.
Operators must submit a CD of the last 45 days' footage every 15 days to the Security Branch of the Police Commissioner’s Office. Detailed vehicle records must be maintained, including ID and signature of the owner, especially if parked for over 24 hours.
2. Ban on Unauthorized SIM and Mobile Phone Sales
Sellers are banned from selling SIM cards or mobile phones without obtaining verified ID proof and photographs of the buyer. Sales must be documented with purchase certificates signed and stamped by the firm. Records must include full customer details, mode of payment (e.g., UPI/card), and thumb impressions.
3. No more military uniform sales
Tailors and shopkeepers are barred from selling readymade or stitched armed forces/police uniforms without verifying the identity of the purchaser. Proper documentation, including a photocopy of a valid ID issued by an authorized official and the buyer’s designation, must be maintained and verified by local police every two months.
4. Prohibition on modified Motorcycle Silencers
Riders using altered silencers that emit loud firecracker-like sounds, particularly on Bullet motorcycles, are now banned. Shops and mechanics are strictly forbidden from selling or modifying silencers in violation of auto industry standards.
5. Ban on Display and Promotion of Weapons
The public display or carrying of weapons at weddings, religious functions, hotels, or public gatherings is prohibited. Posting photos, videos, or songs glorifying weapons, violence, or gang culture on social media platforms like Facebook, Instagram, WhatsApp, or Snapchat is also strictly banned.
6. Control on Loud Music and DJ Systems
All sound-emitting activities, including DJs, live singers, or music systems, must stop by 10:00 PM. Noise from music systems inside vehicles or buildings should not be audible outside. Restaurants, clubs, and licensed eateries must stop taking new customer orders after 11:30 PM and shut down completely by 12:00 midnight.
