In a latest development, the Commissioner of Police has announced a ban on the display of weapons in the area of Police Commissionerate, Jalandhar. This new rule has been exercised under Section 163 of the Indian Civil Defence Act, 2023 and Rule No 32 of the Arms Rules, 2016.
According to certain reports, there must be no display and carrying of weapons in public and religious places, including the events like marriages, parties and other places of gathering. The authorities will consider the above mentioned act as illegal or unethical.
Along with this, the order also stated that a ban has been issued on the songs promoting or glorifying weapons, fighting and violence. Besides this, capturing or uploading of the images or videos on social media platforms including Facebook, WhatsApp, Snapchat and Instagram - has also been banned.
The authorities have also mentioned that no person must give hate speech regarding any particular community.
A ban on Chinese string for kite flying -
Apart from weapons, the Commissioner of Police has also outlined that the manufacturing, sale, storage, purchase, supply and use of Chinese string - a thread made of nylon, plastic or synthetic material - which is also known as Manjha, has been prohibited in the areas under Commissionerate Jalandhar.
Specifically, the ban has been implemented on the string which will not comply with the standards of the Punjab Government. Notably, the above described string is used for kite flying. The authorities have claimed that people must use a cotton string to fly kites - which is free from any kind of coating, which is applied to strengthen the string.
New issue on closure of clubs, restaurants and other eateries -
The Commissioner of Police has also issued an order regarding closure of all restaurants, clubs and other licensed eating and drinking places till 12 midnight. Reportedly, the orders have highlighted that no individuals will be allowed to order food, beverage etc to take food from any restaurant, club or other places within the limits of the Police Commissionerate after 11:30 pm and following this time no one will be allowed in the restaurants, clubs or other licensed eating and drinking places after 11:30 pm. Along with this, the people were not be able to take liquor from any shop after 12 midnight.
Restriction on noise level -
According to the new rules, orders have been mentioned that the noise level must be maintained within 10 dB (A). The volume for live orchestras, singing, DJs should be reduced by 10 pm.
The orders will remain in force till 07.09.2025.
