Rangbaaz - The Bihar Chapter is inspired by true events on the life of real life gangster turned politician of Siwan constituency named Mohammad Shahabuddin. The character of Haroon Shah Ali Baig played by Vineet Kumar Singh is inspired by Mohammad Shahabuddin.

Raghav Kumar is a senior Police officer of Bihar who is trying his best to get Haroon Shah Ali Baig played by Vineet Kumar Singh arrested for the crimes he committed.
The movie has showcased that at first, Raghav Kumar served as an SSP and then he went onto become the DGP-rank officer. However, in the end, he resigned from his post after Shah Ali Baig was acquitted from the court due to lapses in the Bihar Government.

One of the names that surfaced is the name of Rajwinder Singh Bhatti. As per Times of India report, the 1990-batch IPS officer Rajwinder Singh Bhatti aka RS Bhatti rose to fame for arresting Shahabuddin in 2005. He also served as the Director General of the Bihar Special Armed Police (BSAP, which was earlier known as BMP), before going on the central deputation.
Bhatti who is a native of Punjab came to Patna after he was allotted Bihar cadre. In Bihar, he worked in various capacities.
Apart from serving as the superintendent of police (SP) of Patna, he also worked as assistant superintendent of police (ASP, Barh), the City SP (Patna), SP in Jehanabad, Gopalganj, Purnia, the DIG (Siwan), Inspector general (IG) (Patna zone), IG (security), joint director of Central Bureau of Investigation (CBI), director general (civil aviation) and the director general of Bihar Special Armed Police (BSAP).
