Got an SIR notice? Here’s a list of 12 documents you may need

The Special Intensive Revision of electoral rolls includes a verification process for voters whose names, or their parents’ names, cannot be traced in the relevant records and during the Notice Phase, such voters may be required to submit documents for verification.

The Election Commission has provided an indicative, not exhaustive, list of documents that may be used.

Here is the list of documents that may be required:

1. Government employee/pensioner ID: Identity Card or Pension Payment Order issued to a regular employee or pensioner of the Central Government, State Government or PSU.

2. Old government or institutional documents: Any Identity Card, Certificate or Document issued in India by the Government, local authorities, Banks, Post Office, LIC or PSUs before July 1, 1987.

3. Birth Certificate: A Birth Certificate issued by the competent authority.

4. Passport: A valid passport.

5. Matriculation/Educational Certificate: Certificate issued by a recognised Board or university.

6. Permanent Residence Certificate: Certificate issued by the competent State authority.

7. Forest Rights Certificate: A certificate issued under the applicable Forest Rights provisions.

8. Caste Certificate: OBC, SC, ST or any other caste certificate issued by the competent authority.

9. National Register of Citizens: NRC document, wherever the National Register of Citizens exists.

10. Family Register: Family Register maintained by Government officials under any statutory or administrative regulation.

11. Land/House Allotment Certificate: Any land or house allotment certificate issued by the Government.

12. Aadhaar: For Aadhaar, the Election Commission’s directions issued through Letter No. 23/2025-ERS/Vol.II dated September 9, 2025 will apply.

What voters need to know 

The Election Commission has clarified that this is an indicative, not exhaustive list and this means these are not necessarily the only documents that can be considered.

The documents may be required during the Notice Phase of SIR, particularly when a Booth Level Officer (BLO) is unable to trace a voter’s name or the names of the voter’s parents in the relevant records, so voters who receive a notice should check the specific requirements and submit the relevant documents as required during the verification process.
