Punjab Cabinet Decisions: New building rules, new Sub-Tehsil in Ludhiana, Barnala upgraded to MC

Punjab Government called a Cabinet Meeting on October 28, 2025 i.e. Tuesday and took multiple key decisions. The meeting, held at the Chief Minister's residence in Chandigarh, lasted two hours.

This is the second government meeting in a month. The previous meeting was held on October 13th, where several important decisions were made.

After the conclusion of the Cabinet Meeting on Tuesday, CM Bhagwant Singh Mann addressed the media and informed the list of decisions that were taken by the Government.

CM Mann announced a new sub-tehsil will be created in Ludhiana. Ludhiana North will be designated as a tehsil, encompassing four Patwari circles, seven to eight villages, and one Kanungo circle. A Naib Tehsildar will be stationed there as well.

In addition, Chief Minister Bhagwant Mann approved the Punjab Unified Building Rules 2025. These ease the requirements for housing approvals and implementation by the Urban Development Department.

The height of low-rise buildings has been increased from 15 meters to 21 meters. Residents will now have their own architects approve plans, and self-certification will be required. Parking and other rules have been established for plots with a ground coverage of 100 feet.

Furthermore, Barnala Municipal Council has been upgraded to a Municipal Corporation. This council meets all the requirements for a corporation, with a high population and GST collection.

Additionally, 100 positions will be filled in the Sports Medical Cadre. These positions will be in Groups A, B, and C. These positions will be filled on contract. They will assist athletes with injuries. This staff will be deployed in major sports districts to benefit athletes.

The Cabinet meeting approved the opening of a 100-bed ESI ( Employees’ State Insurance) hospital in Derabassi. The land for this facility will be provided by the State Government and the hospital will be built by the Central Government. This four-acre land will be provided for the hospital. This land will be leased.

The rules for de-addiction centers have been amended. A single person will be able to run only five centers. Biometric attendance will be required. Medications given to patients will be monitored. All operations will be conducted from a Kharar lab.

There are 140 to 145 private de-addiction centers, including OAT clinics. Numerous complaints have been received alleging torture of patients there. Rules will be implemented after receiving reports from all quarters.

The cabinet meeting also took decisions for Punjab's industries. For industrial development, the Punjab Cabinet has approved incentives including a waiver in registration duty and a Rs 5 lakh banking campaign to assist small industries.

The CM also announced that the first procession of Guru Teg Bahadur's Nagar Kirtan will depart from Srinagar. Kashmiri Pandits will also participate. Chief Ministers from across the country have been invited. The President has also been invited. The Prime Minister has been asked for time. He will be invited.
