The series majorly revolves around DIG Vartika Chaturvedi aka Madam Sir and her team that also has IPS Neeti Singh. DIG Vartika Chaturvedi and her team investigate a human trafficking case along with Baby Noor (name in the series) case.

For those who haven't watched the series yet, Kusum played by actress Sayani Gupta works with Meena aka Badi Didi played by Huma Qureshi. Meena along with her lover Bikram runs a human trafficking racket. Kusum is Meena's close associate whose job is to train the kidnapped girl before selling them nationally or internationally.
Kusum stays in brothel in Rohtak, Haryana. She gets arrested when IPS Neeti Singh played by Rasika Dugal raids at the Brothel along with a team of Haryana Police.

Ten people were arrested in Baby Falak Case. Among the most prominent of them whose names have been confirmed in multiple reports are- Rajkumar alias Mohammad Dilshad, Pratima, Pooja, her husband Sandeep, Jitender, etc.
Rajkumar aka Mohammad Dilshad was identified as a prime suspect who had handed the child to his teenage girlfriend. Dilshad's girlfriend was also among abuse victims.
As per a reports, (then) DCP Chhaya Sharma had briefed the media during the Baby Falak Case. An NDTV report published in 2012 quoted Chhaya Sharma saying, "Rajkumar told us that in October, he met a man named Manoj. Manoj told him he needed a car to drop a child (Falak) to an orphanage. Rajkumar instead asked him to hand over the two-year-old to him."
She added that Manoj's wife, a woman named Pratima, has also been arrested from Patna in connection with the case.
Long things short, multiple people including women were arrested in the case but it cannot be determined on whom Kusum's character is based on.
