

The Enforcement Directorate (ED) has widened its investigation into the alleged Change of Land Use (CLU) scam in Mohali and has sought complete records of all CLU approvals and layout plans cleared by the Greater Mohali Area Development Authority (GMADA) since 2019.
According to sources, the ED’s Jalandhar zonal office is now examining a large number of real estate projects approved over the past several years in Mohali. The agency is reportedly scrutinising original layouts, revised layout plans, approval files, and related documents linked to various housing and commercial projects.
The probe gained momentum after allegations surfaced that fake consent letters were allegedly attached to files of certain projects, including Suntec and Altus, to obtain CLU approvals. Investigators suspect that some landowner consent documents may have been forged or submitted without proper verification during the approval process.
Sources said the agency is now checking whether approvals were granted as per rules and whether mandatory verification procedures were ignored while clearing project files. Financial transactions linked to the projects under investigation are also reportedly being examined.
Earlier, GMADA Chief Administrator Sandeep Kumar was summoned in connection with the case. However, sources said that due to his recent posting, four senior officials appeared before the ED and submitted records related to approvals and licensing matters.
Officials who held key positions in Mohali during the period under investigation are now said to be under the scanner of central agencies. Several real estate companies linked to CLU approvals and layout clearances are also being examined as part of the expanding probe.
Sources further claimed that the investigation is also looking into the alleged role of individuals connected to the approval system, including those linked to departmental postings and project clearances.
The ED is expected to intensify the investigation in the coming days, and action may be taken against individuals found involved in irregularities related to land approvals, fake documentation, and project clearances in Mohali.
Mohali has witnessed rapid real estate growth over the last few years due to its proximity to Chandigarh, the international airport, IT parks, and expanding infrastructure projects. The city has emerged as one of Punjab’s biggest property hubs, attracting major developers from across the region for residential, commercial, and luxury township projects.
With rising demand and soaring land prices, CLU approvals have become one of the most important parts of the real estate approval process. Over the years, allegations regarding links between builders, officials, and influential figures have frequently surfaced in discussions around land conversions and project clearances.
Now, with central agencies closely examining approvals and land dealings connected to large-scale projects, Mohali’s real estate sector has once again come under intense scrutiny.
