Renowned agricultural economist and public policy expert Dr. SS Johal has criticised Punjab government's welfare policies saying that excessive subsidies and free schemes could weaken state's tradition of hard work and self-reliance and his remarks have added to ongoing debate over welfare benefits and government spending in Punjab and across India.

Talks about Punjab’s long-term interests

Speaking about Punjab Chief Minister Bhagwant Singh Mann, Dr. Johal said that he strongly disagrees with government's policy approach "Bhagwant Mann is dear to me and used to call me ‘uncle’ but as Chief Minister he has adopted policies that I believe are harmful to Punjab's long-term interests," Dr. Johal said.

Free public services increasing

Dr. Johal questioned increasing use of free public services and subsidised benefits including electricity and water and according to him such measures may gradually create dependence on government support instead of encouraging people to become productive and financially independent.

Strengthen Punjabis & not weaken them 

He said Punjabis have traditionally been known for their hard work, self-respect and entrepreneurial mindset and in his view government policies should strengthen these qualities instead of promoting dependency "By giving away free water, electricity and other benefits, governments are gradually turning people into dependents. Punjabis have always been known for their hard work, self-respect and entrepreneurial spirit. These qualities should be strengthened, not weakened," he remarked.

Takes a sarcastic dig on freebies

Taking a sarcastic dig at what he described as the expanding "freebies culture" Dr. Johal said that if current trend continues the government might as well make alcohol free too and continue ruling indefinitely and the comment was made to underline his concern about growing number of subsidised schemes according to published remarks.

Reduces people's initiative and sense of pride

Using a literary reference Dr. Johal warned that excessive dependence on state support could slowly reduce people's initiative and sense of pride and argued that such policies could affect Punjab's social and economic strength in long run and may damage state's image and future prospects.

Other side’s argument

His comments come at a time when welfare schemes and so-called "freebies" are being debated across India and supporters of such programs argue that they provide essential relief to families struggling with rising living costs and economic challenges while critics however believe that broad subsidies place a heavy burden on state finances and may discourage self-sufficiency if they are not carefully targeted.
